On February 7, 2004 the Winter Meeting of the I.S.S.C.A. was called to order by president Kenny Moore at the Latah County Fairgrounds in Moscow, Idaho at 4:18 PM.

 

The previous minutes were approved as read.

 

 Treasure reported $124.14 in checking and $1303.13 in savings. Clubs that had contributed the $1.00 fee were:  Lewis Clark S.C., Genesee Rim Riders, 49er’s, Cayuse Kids, and Cottonwood Riding Club.

 

Clubs that paid I.S.S.C.A. dues  AND National Dues at the  meeting: 

49er’s S.C., Cottonwood Riding Club, Kootenai County S.C.,  Lewis Clark S.C., Northwest Spectacular, Shoshone Rangers, St. Maries S.C., UpRiver S.C. , C-F Riding Club, Up River S.C.

 

Clubs that paid only I.S.S.C.A. Dues at the meeting:

Genesee Rim Riders,  Benewah S.C., Cayuse Kids and Silver Spurs Remuda.  Cayuse Kids and SSR also paid an additional $25.00 and requested that it stay in the I.S.S.C.A. account as they had no members going to Nationals this year.

 

The secretary read the e-mail from Myra Metcalf who attended Nationals last July.  There was no report from the fall meeting as neither delegate was here to report nor were minutes available, as the National Secretary had not sent them out yet.  Julie talked to Deana via phone and she said we should have them in time for our Spring Meeting but that one rule change is $10.00 for grievance.  She said to please remind everyone:

Nationals’ dates are June 20 through June 25, 2004 at the Complex in Gillette, WY.

Club dues are $25.00 and State Dues are $50.00.

          Needs names of Presidents & Secretaries ASAP.

          Entry blanks will go out March 22, 2004.

 

 

The following proposals were then voted on:

 

Proposal 4B. The host club purchases the Royalty Trophies when ordering their Awards and the I.S.S.C.A. will reimburse them. Trophies.  PASSED

Proposal 4C.  Give money spent on Royalty Coats (Approx. $45.00) to girls and have sashes. PASSED

 

Proposal 4D.  Increase State Dues to $30.00 per club with $15.00 going to the Royalty Fund and $15.00 going to the I.S.S.C.A. fund.  PASSED

 

Proposal 5A.  A $15.00 Grievance Fee to file a complaint to the three (3) man Rule Committee.  If the committee finds in favor of the complaint the $15.00 will be refunded.  This complaint needs to be filed with the I.S.S.C.A. President.  PASSED

 

Proposal 5B.  Any re-ride will occur in the same lane as the original run.  PASSED

 

Proposal 5C.  As determined by the I.S.S.C.A. Officers, any riders, owners, parents, or spectators that are deemed unruly, unsportsmanlike, or abusive to people or animals will be asked to leave the premises immediately.  If the offender does not leave all Contestants associated with the offender(s) will be disqualified and also told to leave the premises. PASSED

 

Proposal 5D.  After the State show the Show Secretary will supply the State Secretary with a list of winners and their times by Sunday at the State meeting after the State Show.  PASSED

 

Shoshone Rangers presented a Verbal Bid to Host State July 10 & 11, 2004 at their arena in Pinehurst. If they get the bid they would like to try to have high point to ten (10) places and have saddles for the highpoint for each age group. The secretary read a letter of support from the Northwest Spectacular Club for the Shoshone Rangers to host state. Motion was made and seconded for Shoshone Rangers to host 2004 state on July 10 & 11 motion PASSED.

 

Proposal 5F.  To decide a specific weekend for State & be consistent with that date.  That provides clubs that schedule a variety of events to always know ahead of time what weekend State will be for scheduling purposes.  DID NOT PASS.

 

Proposal 5G.To consider changing the women’s age group at State from 16-39; to 16-24 and 25-39.  MOTION DIED FOR LACK OF SECONED.

President Kenny Moore adjourned meeting at 5:10 PM.

Silent Auction Items were paid for and collected and the U.R.S.C. collected dates for the 2004 calendar.
